The North Coast Unified Air Quality Management District is dedicated to protecting human health and the environment from the harmful effects of air pollution.
Public Notices:
As a governmental agency, the District is required by various regulations to inform or "notice" the public before certain decisions or actions are considered or will be taken. The notice informs citizens of their right to review documents and how to provide input prior to final actions or decisions. Comments may be submitted either verbally or in writing. To be considered, they must be submitted during the comment period (usually 30 days) or at the public hearing if one is held. Requests for a public hearing must be made during the initial comment period (initial 30 days).

The District actively encourages public participation in the decision making process by advertising in newspapers of daily circulation, and by maintaining mailing lists of interested persons. Persons on these lists are notified, by standard mail or via our email list server, of the opportunity to comment on a project. Please contact District staff at (707) 443-3093 for additional information on a specific project, or to be added to our general mailing lists.

District FY 2010 - 2011 Budget
  • Public Hearing, June 24, 2010

    The North Coast Unified Air Quality Management District conducted a public hearing on June 24, 2010 where the District Governing Board adopted the District operating budget for fiscal year 2010 - 2011. A copy of the public notice and final budget are availble upon request.
Humboldt Flakeboard Panel, Inc
  • Significant Modification, Proposed Decision

    Humboldt Flakeboard Panel, INC has applied for a modification of their existing Title V Permit To Operate 047-12 for a Hazardous Air Pollutant (HAP) emission reduction project located at 4700 West End Road, Arcata, CA 95521. Two Authority To Construct Permits authorized the construction of a press vent collection system to capture HAPs from the particleboard press, and authorized the construction of a Bio-Filtration Unit used to destroy the pollutants prior to discharge. Having concluded the review of the application for significant modification of the Title V Permit To Operate 047-12, the Air Pollution Control Officer has rendered a preliminary decision to issue a revised permit. A copy of the proposed Permit and supporting documentation is available below or by contacting District staff at (707) 443-3093.

    • Permit Appeal - 2/05/2010
      The District’s Air Pollution Control Officer recently issued an amendment to Authority to Construct / Prevention of Significant Deterioration Permit 443-1 for the construction of new equipment at the Humboldt Bay Generating Station. A petition appealing the decision (permit appeal) was filed with the District’s Hearing Board Clerk. A public hearing of the matter has been scheduled for February 5, 2010. Humboldt Bay Generating Station
  • ATC / PSD 443-1 Final Decision

    Pacific Gas & Electric Company has applied for a modification of their existing Authority to Construct and Prevention of Significant Deterioration Permit 443-1 (ATC/PSD 443-1) for the Humboldt Bay Generating Station construction project located at 1000 King Salmon Avenue, Eureka, CA 95503. The ATC/PSD permit authorized the construction of ten (10) dual fueled Wartsila internal combustion engines and ancillary support equipment whose primary purpose is to generate electricity for commercial distribution. Having concluded the review of the application, the Air Pollution Control Officer has rendered the final decision. A revised ATC / PSD permit was issued on December 2, 2009.     Significant Modification - Final Decision

    Pacific Gas & Electric Company has applied for a modification of their existing Title V Permit To Operate NCU 059-12 for the Humboldt Bay Generating Station facility located at 1000 King Salmon Avenue, Eureka, CA 95503. The Permit To Operate authorizes the operation of ten (10) dual fueled Wartsila internal combustion engines and ancillary support equipment whose primary purpose is to generate electricity for commercial distribution. Having concluded the review of the application, the Air Pollution Control Officer has rendered the final decision. The Final Version of the Significant Modification was issued on February 8, 2010.
