The On-Road Voucher Incentive Program (VIP) takes the current criteria of the Carl Moyer Program Fleet Modernization Program and streamlines the requirements for both the participants and the District. By streamlining the guideline requirements, the goal of the voucher program is to provide funding opportunities for fleets with 3 or fewer vehicles to quickly replace or retrofit their older heavy-duty diesel vehicles.
Fleet owners that operate vehicles with 2006 or older model year diesel engines may be eligible for funding towards the purchase of an exhaust retrofit.

What is the process?
You must request an application packet or download it from this website and submit the application to the District office by the posted deadline.
Who can apply?
Any individual, business, public agency, or non-profit organization that is located in, or that operates within the boundaries of California.
What happens if my project is selected for grant funding?
If your project meets the guidelines and funding is still available, you and your selected dealership will be issued a Voucher.
